Welch had been using a substance known as K2, which is an untested, though technically legal, synthetic marijuana substitute.
According to The Orlando Sentinel, Welch told the 911 dispatcher, “Something that happened in my dream and it’s actually happening. Everything that happened today is actually in my dream and I want to prove it to everybody.”
After police came to his house and deemed that he did not need medical attention, he called them a second time.
He was arrested for misuse of the 911 system. More
