Victoria, Texas - Former Sheriff Michael Ratcliff, 49, has been charged with posing online as a woman to lure a teenage boy and then forced the boy to engage in oral sex at gunpoint, according to court documents released this morning. On the night of Aug. 4, 1997, the boy "snuck out of his home" and got into Ratcliff's vehicle where he was forced at gunpoint to engage in oral sex.
