INDIANAPOLIS - A mother was arrested after giving her 4-month-old girl whiskey in her bottle, police said. Indianapolis Metro police said Mary Skaggs, 28, faces two counts of neglect of a dependent and one count of contributing to the delinquency of a minor. Police were called to Methodist Hospital Saturday by a social worker there. Officials said a test revealed that the child had a blood-alcohol level of 0.048.
