UK - An award-winning village whose beautiful blooms and floral displays have delighted visitors for the last 12 years is reeling after being told it cannot put up hanging baskets. Community leaders at Filby, near Great Yarmouth, Norfolk, are outraged after becoming the latest victim of tough politically correct health and safety rules. They have been warned they can no longer decorate lamp posts with hanging baskets in case they fall on a passer-by and kill them.
