Des Moines - A woman who was found bound and unconscious Thursday afternoon near the Heritage Carousel in Des Moines' Union Park is mentally ill, police said. Police said Thursday evening that no assault occurred to the woman, Harmony Hesse, 22, of Des Moines. She tied herself up, said Des Moines Police Sgt.
