Washington DC - Police say a man is facing charges after he was caught carrying a rifle and an improvised explosive device on Capitol Hill on Friday afternoon. It all started around 10:45 a.m. when the man, 27-year-old Christopher Shelton Timmons, stopped and asked a Capitol Hill Police officer for directions at 2nd and Independence Avenue SE.
